Bolivia is one of the locations in Tomb Raider Legend. (Confirmed by the official site.)
In one of the preview videos we see Lara climbing a cliff, while talking to Zip and another friend, Alister, over the Headset.
She reaches the pre-incan ruin-city Tiwanaku (also Tiahuanaco), where she encounters a group of mercenaries.

The story of Tomb Raider: Legend opens in Bolivia with Lara free-climbing stunning cliffs that the magnificent South American nation wilderness offers. She is there on her own time, tracking down answers and evidence to questions she has been carrying for most of her life. When she arrives at the zenith of her ascent at the foot of the Tiwanaku ruins she unexpectedly finds a team of dubious characters searching for something themselves.
