It can be reached from the Coastal Ruins level.
Inside the catacombs Lara will encounter Skeletons. She can use ancient lifts. Her task is to collect four Tridents for use in the Temple of Poseidon.

Information on Catacombs
The original catacombs are buried beneath the Basilica of San Sebastiano in Rome. Catacomb structures were copied in many cities across the empire - famous examples also exist outside Rome and in Paris. The catacombs in Roman cities were also used as refuges for the Christian population, who were persecuted by the authorities and often could not live openly among normal Roman society.
