The Wrench is found in Tomb Raider Anniversary, in the Croft Manor. Lara needs it to turn the water back on.
The wrench is found on a platform high above the Gym. To get up there Lara first has to find the Grapple which lies at the fountain in the Labyrinth, in the Garden.
Lara needs to attach the wrench to a vent at the water supply and turn it clockwise until all three lights are lit green.
