Strategy

The Tigers are only dangerous when you are within their reach. Most of the time you will be able to find a safe spot nearby (e.g. a rock on which you can stand), where you will be out of reach for the tiger and can use your pistols. When you cannot find a place where you are safe from the Tiger, use the shotgun to get rid of it quickly.

In Tomb Raider Underworld you can shoot them from a high place like a beam or a free climbing wall.
